Introducation to the Joint Management and Commissioning Group (Children's Services) The Joint Management and Commissioning Group for Childrens Services was established by the Angus Community Planning Partnership, as a sub group of the Angus Healthy, Safe and Caring Communities Partnership. Their remit is to look specifically at Childrens Services. The Childrens group is working to promote and oversee implementation of the Angus Childrens Services Plan: Working Together for Children and Families 2002-2004. The Childrens Services Plan was produced jointly by a partnership involving Angus Council, NHS Tayside and Angus LHCC along with colleagues in the voluntary sector and other statutory agencies. The plan sets out agreed objectives for taking forward services for children and families 2002-2004, guided by the Scottish Executives Strategic Framework for Childrens Services and the Child Health Template (2001). |

UN Convention on the Rights of Child 1998
The Childrens Services Plan developed under the influence of the UN Convention on the Rights of a Child 1998. The Convention states that children have a range of rights including the following rights which are particularly relevant to Community Planning:-
Article 12 - the right to be involved in decisions that affect them
Article 2 - the principle that all rights apply irrespective of race, gender, and sexuality i.e. the operation of non-discrimination
Article 29 - the right to the fullest education to prepare for adult life
Article 31 - the right to leisure, play and participation on cultural and artistic activities
Articles 6 & 24 - the right to highest attainable standards of health
Angus Childrens Services Plan focuses on:-
Taking account of the views of children, young people and their families
Promoting the well-being of children and young people in Angus (including services provided through social work, education and health)
Children in Need
