Remit
The Angus Alcohol and Drugs Partnership (ADP) is comprised of senior representatives from statutory and non-statutory agencies and from the voluntary sector. This thematic group will ensure the delivery of key outcomes to address substance misuse in Angus; influence the planning and commissioning of substance misuse services and ensure that the provision of these services meets local needs and priorities.
The ADP will coordinate activity with other thematic groups within the Angus Community Planning Partnership (ACPP) and ensure appropriate links are made to other local strategies and plans. This action will be defined by the requirement to report on national outcomes.
ADP Priorities
Angus ADP will work to reduce the harmful effects of substance misuse on the people of Angus, its economy and environment by focusing on four key outcomes:
- Recovery (This includes treatment, social care and housing)
- Children Affected by Parental Substance Misuse
- Enforcement and Availability
- Prevention (Changing attitudes, environment and culture)
Angus ADP will work in partnership to:
- produce an annual delivery plan and report on the local and national outcomes
- develop an accountability framework ensuring that indicators, actions and targets can be clearly demonstrated
- specify clear actions for each partner agency
- produce a biannual, highlight report for Angus Community Planning Partnership on progress against these actions
Managing and Monitoring the Single Outcome Agreement (SOA) for 2009/12
- The Angus ADP will be responsible for the management and monitoring of the following outcomes contained within the Angus Community Planning Partnership's Single Outcome Agreement for 2009/12, specifically National Outcomes 6, 8 and 9.
- The partnership will ensure that appropriate indicators and targets are agreed to support the delivery of the outcomes. Progress reports will be produced every six months and presented to the ACPP in January and June of each year.
- The partnership will develop a delivery plan against each of the outcomes with specific actions identified for each of the partner agencies. A highlight report on progress against these actions will be produced every six months and presented to the ACPP in January and June of each year.
- The partnership will ensure that indicators, targets and actions "below the waterline" demonstrate clear accountability to individual agencies and/or departments. Officers of the partnership will ensure appropriate links are made to relevant strategies and/or plans. Linkages to the national outcomes will be clearly defined.
- An analysis of the data should be undertaken at least once per year and inter-dependencies between outcomes of the other thematic groups will be considered in reports to the ACPP Implementation Group on a regular basis.
