Remit
The remit of the Children's Services Executive Group is:
- to establish and sustain a vision for Children's Services in Angus in line with 'Getting it Right for Every Child'
- to agree on future priorities for Children's Services in Angus
- to agree on levels of financial input to Children's Services
- to consider draft proposals for each new (3 year) Integrated Children's Services Plan
- to consider regular monitoring reports on the current Integrated Children's Services Plan
- to report to the Children's Services Collaborative Forum every 6 months
- to report to the Angus Community Planning Partnership.
The remit of the Children's Services Quality Improvement & Performance Management Group is:
- to establish and maintain effective systems for monitoring progress with the current Integrated Children's Services Plan;
- to use these monitoring systems to evaluate progress on a continuous basis, and to take steps to intervene when it is necessary to do so;
- to ensure that effective Quality Improvement arrangements are in place for all aspects of the Children's Services agenda in Angus;
- to maintain a strategic overview of related Children's Services training;
- to use agreed evaluation arrangements to initiate the process of developing future Integrated Children's Service Plans;
- to report to the Children's Services Executive Group - specifically on:
- proposals for each new (3 year) Integrated Children's Services Plan
- monitoring of progress on current Integrated Children's Services Plan
- to define commissioning requirements and service specifications
- to oversee specific Children's Services initiatives.
Managing and Monitoring the SOA for 2009/12:
- The Children's Services Executive Group will be responsible for the management and monitoring of outcomes contained within the Angus Community Planning Partnership's Single Outcome Agreement for 2009/12, specifically National Outcomes 4, 5, 6, 7, 8, 11.
- The partnership will ensure that appropriate indicators and targets are agreed to support the delivery of the outcomes. Progress reports will be produced every six months and presented to the Angus Community Planning Partnership (ACPP) in January and June of each year.
- The partnership will develop a delivery plan against each of the outcomes with specific actions identified for each of the partner agencies. A highlight report on progress against these actions will be produced every six months and presented to the ACPP in January and June of each year.
- The partnership will ensure that indicators, targets and actions "below the waterline" demonstrate clear accountability to individual agencies and/or departments. Officers of the partnership will ensure appropriate links are made to relevant strategies and/or plans. Linkages to the national outcomes will be clearly defined.
- An analysis of the data should be undertaken at least once per year and inter-dependencies between outcomes of the other thematic groups will be considered in reports to the ACPP Implementation Group on a regular basis.
