Role and Remit
- to establish and sustain a vision for Children and Learning in Angus
- to agree on future priorities, actions and outcomes within the Community Plan/Single Outcome Agreement (SOA)
- to agree on levels of financial resources
- to report to the SOA Implementation Group
- to consider exception reports from the Strategic Planning and Performance Management Group (SPPMG)
Strategic Planning and Performance Management Group
Role and Remit
- to establish and maintain effective systems for monitoring progress on key priorities, actions and outcomes.
- to use monitoring systems to evaluate progress on a continuous basis, and to take steps to intervene when it is necessary to do so
- to ensure that effective Quality Improvement arrangements are in place for all aspects of the Children and Learning agenda in Angus
- to undertake consultation and address emerging issues
- to report on progress to the Children's and Learning Executive Group every 6 months
- to provide exception reports to the Children's and Learning Executive Group when required
- to report to the Children's and Learning Collaborative Forum every six months
- to develop a Children's and Learning Integrated Strategy / Plan to meet local needs and deliver on national outcomes
- to review the strategy/plan annually
- to develop a commissioning and resource framework
- to determine strategic priorities, actions and outcomes
- to determine specific tasks (these would be time limited)
- to meet a minimum of 4 times per year
Joint Action Groups (JAG)
The role of Joint Action Groups is central to ensuring the effective delivery of priorities, actions and outcomes within the Children's and Learning Integrated Strategy/Plan.
Role and Remit
- to maximise the effectiveness of joint management/partnership procedures to support the realisation of the shared vision for children and learning in Angus
- to deliver on the relevant priority actions and outcomes as set by the Strategic Planning and Performance Management Group
- to report on progress to the Strategic Planning and Performance Management Group every quarter
- to adopt a systematic and rigorous approach to self evaluation activity as directed by the Strategic Planning and Performance Management Group
- to contribute to the management, delivery and evaluation of associated Children's and Learning Services continuing professional development/training activities
- to ensure that all matters of equality, are effectively implemented, monitored and evaluated
- to meet a minimum of 4 times per year
Specified Task Groups
Role and Remit
- Time limited, cross cutting tasks which will be taken forward through a specified group of people (e.g. representatives across all/ some JAGs)
- Tasks will be determined by the Strategic Planning and Performance Management Group and Joint Action Group
- Membership will be determined by the Strategic Planning and Performance Management Group and Joint Action Group
Children's and Learning Collaborative Forum
Role and Remit
- to provide an opportunity for effective sharing of information and good practice
- to inform Forum members of progress on priorities, actions and outcomes
- to raise awareness and promote discussion of policy issues which affect the delivery of Children's and Learning Vision in Angus
- to meet annually
